Prior to development the site consisted of dredged sand from Botany Bay overlain with poorly placed sandstone.

The site was practically unusable in wet weather. Rickard & Partners’ brief was to design an all-weather pavement capable of carrying shipping containers and container handling equipment with axle loads of up to 100 tonnes at a minimum budget. Design involved investigation of existing soil properties, design of pavement, park grading and associated stormwater drainage. Design of offices, a repair building and warehouse building of approximately 6500m² also formed part of the brief.

Ayes Rickard carried out construction of the development. Construction was complicated by the requirement that the container handling business was to operate on the site for the full duration of the construction works.
